APLS witness fun filled session

ITANAGAR, Mar 13: It was one of the most stimulating and fun filled session of APLS. With steaming cups of tea flowing freely inside the auditorium of JN Museum, Itanagar, the 22nd monthly sitting of APLS started with the recitation of a heart touching & nostalgic poem titled “Looking back” by Miss Sangita Thapa, a MA (English), student of RGU.

This was followed by another thought provoking Oriya poem, recited by P.K.Mahapatra by the title “Udigala pakshi bhangi dei basa”.

With the session in full swing, Shilpi Dutta, Lecturer English, further enlivened the meeting with the rendering of her poem “Kathpencil, robor”, in Assamese.

Bompi Riba, Assistant Professor, English of RGU brought a different flavor to the session, by the rendition of her short story titled, “The Head is the black sheep”.     

All the compositions were self composed and new.

The select gathering was further regaled with personal humorous accounts of Y.D.Thongchi, Sahitya Akademi award winner cum Chief Information Commissioner, Tokong Pertin, Director Trade & Commerce and Tage Tada, Director Research. In fact, they kept the gathering in splits till the very end of the session. Also, Thongchi informed that office-bearers from Sahitya Akademy Headquarter, New Delhi would be visiting Itanagar on 28th of this month, with delegates from West Bengal & Assam. Amongst others, the noted Bengali litterateur, Sunil Gangopadhyay & Lakshmi Nandan Bora, the famed Assamese writer are expected to take part in the programme, he further said.

Others who were present in the meeting were, Ajanta, the noted Assamese author, Jamuna Bini, Assistant Professor Hindi & revered Hindi poet, RGU, Karpi Rike, Kekge Essi, both MA(English), RGU and writer Pekba Ringu.

The session was presided by Thongchi, who is also the President as well as the founder President of APLS.

 

PR members dissatisfied with PDS delivery

ITANAGAR, Mar 13: All the Anchal Samity members and Gram Chairpersons and Govt officials under Pipsorang Anchal samity discussed the multiple bottleneck of the circle that comes on the way of normal administrative functioning, particularly in implementation of various welfare schemes in a coordination meeting held at the office chamber of CO-cum member secretary, Pipsorang on Mar 11 last.

While having a discussion on PDS in the circle, the house expressed dissatisfaction over the performance of PDS head load carriage system since it’s  re-introduction in Nov last. Some of the ASMs informed the house that not a single BPL/AAY beneficiary has received their monthly quota of rice  in their gram panchayat segments till date.

The house also resolved to urge the authorities for providing at least 6 sorties every month to CPO Centre Pipsorang. It observed that present air tonnage of essential ration commodities provided to CPO Centre Pipsorang every month is insufficient to fulfill the needs of the consumers of the area.

After a marathon discussion, the Anchal samity meeting also adopted resolution demanding introduction of weekly helicopter service to Pipsorang in order to improve the administrative system.  However, the CO–cum member secretary Nangram Pingkap informed the house that following the resolution of Anchal Samity meeting held last year, the need of introducing the copter service was  taken up with  the state Govt through MLA Tali. However, he said, concern authorities are finding difficulties to adjust the flying hours to Pipsorang with a few number of copters under the disposal of the state Govt.

While expressing satisfaction over the re-grouping/cluster system conceived by the CO for streamlining the education sector in the circle, the members present in the house stressed the need of sufficient basic infrastructure like furniture, teachers quarters, ration items for smooth running of the schools under the circle.

 Earlier, Pingkap explained in detailed about the need of such coordination meeting.  Such coordination meetings become more relevant in view of the devolution of the 29 subjects to the PRIs, the CO said and added that it is mandatory for the Govt functionaries to attend the coordination meeting to explain, guide and involve the grass-root level leaders in delivering service to the people.

The issues raised by the PRI leaders in regard to official programmes and policies were cleared by the officers of the respective department, according to an official release.

 

Intl Expo in capital inaugurated

ITANAGAR, Mar 13: Arunachal Pradesh Contractor Welfare Association (APCWA) president Nabam Tagam has inaugurated the International Expo 2011 at Nyokum Lapang Ground in a function today.

Tagam lauded the efforts of the organizers for coming up with the Expo of truly International standard for the first time in Itanagar.

Apart from a big contingent of 10 participants from Thailand, there are  also participants from Kenya, Pakistan, Egypt in  the Itanagar International Expo 2011.

AR provides amenities to

community halls in Changlang

ITANAGAR, Mar 13:  25 Assam Rifles under the DAH Division provided necessary  items and equipments including TV, TATA sky, benches, chairs, tables, PA system, fans, cupboards, utensils, tarpaulins, sports equipment, notice boards to the community halls of Khimyong, Sankha Havi, Saching, Phantip and Jankhrum villages at  modest functions today.

It was all evident from the smiling faces of the villagers that their long standing but genuine requirements had been addressed by Assam Rifles.

Changlang SP Tumme Amo, who was the chief guest in a handing over ceremony in one of the villages, echoed the feelings of the population when he said “This exemplary and genuinely kind gesture shown to the people by Assam Rifles shows the selfless dedication and love they have for the people of Changlang.  They are the true friends of these hill people”.

 

Ambulance for workers

TAWANG, Mar 13:  Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman Jalley Sonam along with local MLA and  Parliamentary Secretary Tsewang Dhondup launched an ambulance for registered workers  here in presence of Tawang Deputy Commissioner Gamli Padu, APB&OCWWB Secretary cum Commissioner Ojing Darang today.

Speaking on the occasion as chief guest, Dhondup called upon  the workers  to avail the benefits provided to them by the government by registering themselves with the Board.

Apart from hard labour every worker should develop mental ability to generate innovative ideas which could double their income, he said.  He, however, lamented that many workers are harassed by some employers in various work sites by forcing them to work over time at minimal wages.

APB&OCWWB chairman Sonam pitched for better avenues of the workers and urged them to get  registered with Board to get the benefit of various schemes.

“I wonder why the workers are reluctant to register their names in labour welfare boards; workers should come forward and get themselves registered with Board to enjoy the facilities” he said.

“Unless you get registered, the funds given to you  by the state and Centre would remain un-utilized” he said.

Sonam, meanwhile,  encouraged the workers to adopt family planning saying that the root cause of poverty among them was due to lack of awareness on family planning. He also advised the unemployed youths to take up horti. and agriculture activities to make themselves self reliant instead of running after contract works. Tawang unit of All Arunachal Pradesh Workers Union president Leki Tsering informed APB&OCWWB chairman about their grievances on the occasion.

Later, free exercise books were distributed to the children of registered workers.

Thousands of workers from Jamithang, Lumla, Bumla, Moktu, Jang and Lao attended the  function.  

 

NSS organize special camp at Toon village

ITANAGAR, Mar 13: The NSS unit of Government College Yachuli conducted a social service cum mass tree plantation, community awareness meeting on education, health and hygiene under its two-day special camp at Toon village on  March 11 and 12.

Around 50 NSS volunteers, faculty members and office staff of the College conducted the special camp. The villagers, panchayat leaders and students of Toon Primary School enthusiastically participated in both social service as well as in awareness programme.

Participating in the programme as resource person, Dr. Tana That, a local Medical Officer explained the health scenario and revealed that the diseases like jaundice, malaria are prevalent in this area. Such diseases can be controlled through health consciousness among the people, he added. He also dwelt at length about the danger of HIV & AIDS especially among the growing youths and cautioned them to take all preventive measures as there is no viable treatment so far.

According to him as on today as many as 167 cases of HIV have been detected in the state. In fact this is only a tip of ice barge as negligible population have gone for the test. The cases would be much more if entire population of state gets tested for this disease.

Speaking on the occasion, Dr. N.T. Rikam, Principal of the college exhorted the volunteers to imbibe the motto of NSS. Apart from academic achievement one need to acquire proficiency in extra curricular activities also, he said.

While addressing the villagers, he called upon them to go for adopting cash crops instead of traditional agricultural practices. The wanton destruction of forest by burning and felling down the trees are rampant in the areas which need to be stopped. He reminded that Yachuli circle is famous for its scenic beauty and favourable climatic condition. He urged the villagers particularly, the village elders to guard their forest resources and taken to task to those who are indulged in burning the forest and felling of trees.  They must go for tree plantation every year to compensate the already destructed areas, he said.

ASM Joram Elyu expressed his gratitude to the college community for organizing such programme in his village which has immensely benefited the villagers and the students. He hoped that the collegebeing an immediate neighbour will always maintained cordial relationship.

Dr. Hage Hassang, Programme Officer, NSS Unit of the college briefly highlighted the aim  and objective of NSS activities. He asked the villagers to take maximum services from the volunteers in all respects. He also informed that the NSS Unit of the college has adopted Toon village as area of its activities for coming three years and hence sought the cooperation of the villagers in all time to come, According to a College release.

 

Wakro celebrates National Book Week

ITANAGAR, Mar 13: The Govt Secondary, School, ASSET and the Vivekananda Trust jointly celebrated the National Book Week with a series of activities and book-contests at Wakro. Students of all age-groups took part in the celebration.

Speaking on the occasion, Anung Nyodu, appreciated the organizers for their efforts to strengthen the reading habits of the youth. She appealed to the students to make the best use of the youth library. “Reading is a must to take you ahead in life”, she reminded them.

The participants also held condolence meeting for the victims of the earthquake and tsunami in Japan.

The highlight of the celebrations was a display of  “Gijjubhai ka guldasta” (NBT), a set of creative books for children by Gijjubhai Badheka, the first to advocate child-friendly education in pre-independent India. The open-air skits by the APNE library readers on Rukminidevi Arundale and Anutai Wagh, who worked for the emancipation of women’s education in India, drew cheers from the audience. The vocabulary word-games by Dr. Puran Singh of Govt. Sec School and the ‘Paint a book mark’ contest too created enthusiastic response from the students. Creative writing sessions for students are also being held as part of the celebrations.

ITANAGAR, Mar 13: All Hong Employees' Welfare Association, Ziro felicitated the achievers of Hong village, namely, Budi Habung, the First District and Sessions Judge of Arunachal Pradesh and Bullo Mamu for her excellence in APPSCCE-2010 in a felicitation function held here yesterday.  Govt employees, panchayat leaders, students and public of Hong village participated in the function.

The chief guest of the function, Padi Richo, Parliamentary Secretary for Land Management, Labour and Employment informed the gathering that Kendriya Vidhyalaya has been finalized to set up at Siiro in  Hong village. Establishment of such institution would immensely improve educational scenario of the area and the local people will be benefitted by the institution, he said.

Citing the example of sincerity and determination of Mamu, who had joined the art stream to achieve her choicest goal in life, despite her selection in medical joint entrance examination, Richo called upon the students to imbibe a sense of dedication, sincerity and to work hard with determination.

Pointing out the  dedicated services of Robin Hibu, IPS and Hibu Dole, IFS, Richo further said that Budi Habung, District and Sessions Judge is the asset of the country; his service can not confined to a community or society.

AHEWA Chairman Hibu Tadi  has called upon the people of Hong village to  put more efforts to  excel in every sphere at par with the people of other society or community.  He also advised the students to be more studious and emulate the path of elders like - Robin Hibu, Hibu Dole, Budi Habung, and Bullo Mamu, designated Circle Officer and many more people of Hong village who achieved their goal in life.

One of the achievers Budi Habung, while narrating his success story, told that hard work and perseverance are the two main factors which led to success.

Bullo Tama Rinyo, mother of Bullo Mamu, on behalf of achiever Mamu informed about the message of her daughter which read:  "Make your choice out of so many options, follow your instincts and be loyal to it. Where luck or hard work fails, sincerity always pays off. Follow your heart, be little stubborn with rationality and have faith in yourself."

Association secretary Tapi Tai also spoke on the occasion.

Super cop Robin Hibu, Hibu Dole, Dr. Hibu Tagyung, Hibu Tamang, Tilling Taker, Punyo Tangu and other senior members also advised the students gathering and parents to follow the path of the success shown by the achievers of today and yesteryear.

Blood donation camp

ITANAGAR, Mar 13: A large number of volunteers donated blood during a blood donation-cum-awareness camp themed ‘Young blood donors bring a ray of hope’ organized by the Naharlagun-based Turbu Daleh Multipurpose Cooperative Society in collaboration with the Arunachal Pradesh State AIDS Control Society and the RK Mission Hospital at the AP state secretariat here today.

RK Mission blood bank in-charge Dr Choudhary provided information about the benefits of blood donation to the participants and encouraged people to participate in such noble initiatives. The project manager of Simplex Company also spoke.

 

MWA  appeals

ITANAGAR, Mar 13: Business community as well as Itanagar Market Welfare Association (IMWA) appealed to the authorities concerned to educate and make the shopkeepers aware about the laws and other provisions of mentioning rates of various items sold by them by organizing meeting, workshop, symposium etc. so that a certain modalities could be worked out to mention every items’ rate separately and as per Govt norms. It is unfair on the part of the Department concerned to harass the ‘innocent’ shopkeepers by imposing heavy fines for not mentioning the rates of every item separately without providing them with proper guideline that as to how and which manner the shopkeepers would mention rates of each item separately, IMWA said in a release, and urged the department concerned and organizations like Arunachal Chamber of Commerce and Industry to look into the matter.

The  Department of Legal Metrology has imposed fines on many shopkeepers in and around the Capital Complex recently and seized various items from them on pretext of not mentioning the rates item wise under Standards of Weights and Measures (Enforcement) Act, 1985, creating chaos among the business community, IMWA informed.

 

Officials satisfied over smooth conduct of CBSE exams in Ziro

ITANAGAR, Mar 13: CBSE Class XII and X examinations which started on March one and five respectively are being conducted smoothly and peacefully at examination centre at Govt Hr. Sec. School, Ziro.

“Due to strict vigilance and friskers and invigilators in the hall, no examinee is adopting any kind of unfair means. There has been a pin-drop silence in the examination hall,” Central Superintendent of Examination centre  Dakme Abho said in a release.

 

AAPSU reacts

ITANAGAR: The All Arunachal Pradesh Students Union has taken strong exception to the use of word AAPSU by an organization which calls itself Ex-AAPSU Forum.

“There is no ex or Future AAPSU. AAPSU is one and will remain so, forever. We will not tolerate bifurcating of the AAPSU into several pieces” said a statement.  

“Recent media publication by Ex-AAPSU has confused the common mass. AAPSU do not subscribe to the opinion and views of such Forum.

Furthermore, it called on all not to suffix or prefix AAPSU in nomenclature of their organization as it has the sanctity surrounding its name. It has a legacy, rich history, sacrifice written large over it, it said.

 

AIMSU gets new president

ROING, Mar 13: A 15 member advisory board and the executive members of All Idu Mishmi Students Union (AIMSU) today nominated Malo Linggi as the new President of the union.

Linggi was the nomination of the advisory board after former AIMSU President Unti Umbrey was forced to step down.

The meeting chaired by AIMSU Chief Advisor Tone Mickrow took the decision of nomination as per the power vested in the union’s bye-law (Article IXc).

The nomination of Mr Linggi received support of all the executive members present that included General Secretary, Assistant General Secretary, Vice-President, Convenor (Roing/Anini), Information and Publicity Secretary, Spokesperson and other members of the union.

The new AIMSU President is a Master degree holder in Social Works from Madras Christian College. He has traveled extensively across the country and also visited Malaysia, Indonesia, Singapore and Thailand.

Discard the self prescribed Ten Commandments

Dear Editor,

Looting Government funds meant for villagers, farmers, ignorants & common public. Siphoning off fund meant for Road, water, electricity,& rural development in state.

Wearing cowboy hat, dark glass, tight jeans, and discussing jingle bell topic.

Shuttling to metropolitan cities and doing business in the name of meeting with party high command by leaving constituency in ravages.

Chasing to fatten their own bank balance and hobnobbing with businessmen and companies agents to meet their selfish end.

Constructing & displaying high-rise building through corrupt/black money.

Riding in flashy latest cars and picnicking around with imported wines leaving common citizen in famine.

Sycophancy system, compromised dealing even at the cost of life & security of common citizen.

Empty promises, big talks, blame game, inaugurating cheap functions & celebrations.Roaming around the globe at the cost of exchequer in the name of state development.

The above are the ten self declared commandments.

Now the time has come for all the corrupt politicians, businessmen, officials of the state to forget of above Ten Commandments which they have been meticulously following so far. They have to come down to the battle ground and save our state.

Now the time has come for every sensible citizens of Arunachal Pradesh irrespective of  political parties to rise up and protect the territorial integrity of Tirap & Changlang at any cost to save from enemy interference /occupation in the interest of state.

This is the time to display our courage & patriotism. Otherwise the time is not far off our state is likely to disintegrate into thin air for no reasons.

District Congress Committee appealing to NSCN (K) militant for withdrawing threatening democratically elected legislators are the darkest moment in the history of state.

By the way I wonder where are our Govt. & politicians and those students’ organizations that showed their might by calling bandhs for petty domestics matter. Why are they silent when the question of protecting of motherland comes?

Now shall we leave our motherland in the mercy of our helpless villagers, farmers, ignorant or common citizen when the question of protecting safety & security of territorial integrity comes? Let us fight back united and courageously and we can!

It appears only a yeoman service rendered in the state seems to be only by your esteem daily paper.Go on, we are with you, so long as your paper carry the voice of common citizens & in the interest of state.

Make the hay while the bulb shines

Dear Editor,

Number you are trying to reach is currently switched off'' the too often familiar mechanical response one get from their cell-phones. Reason? Power failures for days. By the time this piece hit the pages power supply may be restored but will not last long as usual. Pasighatians will never heave a sigh of relief when it comes to power problems. Special bonus of power cut gifts offered by power/ electrical department in addition to the regular quota are, in short, during major sporting events like soccer or cricket world cup tournaments, important occasions or festivals and disgustingly during exams. Now habit is a habit and spoiled brat never wants to behave!

Suppose the power supply is uninterrupted say for a week by fluke, come Saturday the maintenance day, ironically after the so called maintenance works the city will routinely reel under darkness double the period it enjoyed the luxury of having power supply again. What reply one get on enquiry is presumably a chain blame game. Technical, mechanical, human errors or nature's fury are not the only reasons why Pasighat is facing this perpetual problem of going into darkness regularly, but corruption, nepotism and favoritism are the major ingredients that breathed life to this virus of departmental inefficiency and laxity. With these regular power failures one is overdosed with reminders that dabblers with irresponsible and unprofessional approach are made to handle one of the most important department, resultantly citizens of the state's oldest city are hit hard. So folks..! Taking the liberty to tweak a popular proverb, 'make the hay while the bulb shines' next time luckily if the bulb response to the click of your switch, charge your mobiles, lap-tops, lamps, print unfinished works, hurry up with updates etc. as one never knows how soon will this luxury be snatched. Response to the Open Letter to Sonia Gandhi

Dear Editor,

The aspersion made by former MLA Takam Sorang, who happened to be a responsible Member of the Legislative Assembly for two consecutive terms is quite unfortunate. Leaders of his statures are expected to be more rationale and sensible before going to public on any issue concerning the interest of the State. The blatant statement made by him shows more of his political and social irresponsibility.

The allegations made by him against the Chief Minister are bizarre and unfounded. It is mischievous to connect the Chief Minister with underground organizations. Arunachal Government has got nothing to do in NSCN issues when the same is being dealt at the Government of India level.

It is the wisdom of Takam Sorang as to how and in what way he interprets the so called letter of the NSCN (K) published in a daily on 7th March, 2011. But it is deceit on his part to allege the Chief Minister of having a nexus with the other rival group i.e. NSCN (IM) on the basis of the said letter of NSCN (K).  Being the head of the democratically elected Government, the Chief Minister is mature enough to deal with matters concerning the larger interest of the State as per the laid down procedure instead of making an issue out of nothing. It is more ridiculous than being ethical on his part to say that the present Chief Minister of the State should resign on moral ground over a letter published in a daily threatening the democratic set up in the State, the very authenticity of which is still shrouded in mystery.

Takam Sorang is a part and parcel of the vested political game, who being in the INC party is head bound to do as much damage to the party by maligning the image of its CLP leader only to garner cheap popularity. His “open letter” is depiction of more of his frustration, vested interest and ulterior political motives than of his concerns for the State. It’s a well planned attempt to fish in the troubled waters. If at all he is genuinely concerned for the State he should have approached the Chief Minister, with clear intention of helping the Government as was done by other social organizations and individuals instead of un-necessarily giving much air to the issue.

The daily which published the said “Open Letter” of Takam Sorang is expected to act in terms of media ethics by verifying the facts and allegations so made in order to make a balance reporting to the public. However, the said letter was published without giving a second thought and thereby misleading the public. The act per se is biased with a design to malign the image of Chief Minister. As per press Council of India’s Journalistic conduct Item no. 3 under the heading Caution against defamatory writings it is clearly mentioned that “Newspaper should not publish anything which is manifestly defamatory or libellous against any individual/ organisation unless after due care and verification, there is sufficient reason/evidence to believe that it is true and its publication will be for public good”. Even if the reason goes thereof that the News Paper has carried the view of any individual in letters to the editor page, the Press Council of India says in Item No. 15 An editor who decides to open his columns for letters on a controversial subject, is not obliged to publish all the letters received in regard to that subject. He is entitled to select and publish only some of them either in entirety or the gist thereof. However, in exercising this discretion, he must make an honest endeavour to ensure that what is published is not one-sided but represents a fair balance between the views for and against with respect to the principal issue in controversy.

The onus thus now lie with Takam Sorang and the daily which published his so called “open letter” to prove with evidences in the Court of Law the allegations of corruption by the Chief Minister Dorjee Khandu more particularly the alleged nexus of the Chief Minister with that of underground organization i.e. NSCN (IM) in the Defamation suit being filed against them in the Court of Law.

Make use of existing laws

Dear Editor,

I would like to draw the attention of District Administration towards recent arrest of four drug peddlers. It is very proud moments for us as well as for the District Administration.

But I would like to focus on weakness of administration and on two non-tribal drug peddlers, who might have been roaming freely in and around Itanagar and Naharlagun without proper valid inner line permits.

We can see many beggars around Akash Deep complex, Legi Complex, Takar Complex.  Do these beggars have inner line passes?  

This show how weak is our law and order system is.

It is no use blaming those persons who are in Arunachal without proper valid inner line passes, it is the District Administration who does not verify the applicant’s identity proof properly and allow them in, thus showing negligence at work.

I appeal as well as request the District Administrations to check on this matter because Arunachal Pradesh is a restricted place as well as for its tribal peoples' bright future.
